Solution EIR based on HP OpenCall provides automatic device detection functionality required for identification of changes of subscriber’s device.
Every change of subscriber’s device will be detected by EIR. Detection basis of the saving triplet MSISDN/IMSI/IMEI. The change of subscriber’s device
leads to the change IMEI connected with MSISDN by comparison recieved IMEI with saved one. The solution EIR based on HP OpenCall can detect changes calling the notice of external system.

The solution EIR is a signal gateway acting as a Proxy EIR for MAP Check IMEI messages.

The solution EIR based on HP OpenCall uses the integration and perfomance advantages of the USP-M SS7 platform combining on the single server.

  • The functionality of HP OpenCall USP-M includes SS7 and low-level signal stack processing.
  • The application server performing EIR functions.

HP’s OpenCall Unified Signalling Platform (USP) is a well-tested and a most widely implemented solution on the market. Internal capabilities of HP-USP provides a high available stable productive and scalable solution which easy adaptates to the provider’s needs: from low-level solutions to difficult distributed solutions.

The solution EIR based on HP OpenCall can function as in the EIR proxy mode and in the full EIR. If EIR option is enabled the solution works as EIR and can perform such functions as:

  • EIR database matches to CEIR format interface.
  • It supports white, black and gray lists.
  • Back answer on MSC with answer on MAP query IMSI/IMEI.

The signal stack recieves check IMEI message sent by MSC/VLR using F interface. It produce IMEI extraction if IMSI presents. Primary applied part of EIR functionality comes with an embedded database. It is compatible with CEIR format published by GSM association. White, Black and Gray IMEI lists are being imported (exported) to the database with using of format published by GSM association. When cheked IMEI is obtained by the signal stack, it is used by the applied logic to query database, it gets IMEI status and returns procedures of registrations to the MSC/VLR for continuation (or stopping).

To meet the needs of clients EIR can be deployed with enhanced functionality. Solution EIR based on HP OpenCall is a network component intended for EIR functionality with additional options of device managing such as automatic clone definition of devices and IMEI. It inculdes:

  • The signal stack replying for connection with SS7 network (signal point).
  • Specialized applied logic (extended EIR).
  • Database.

Upon receipt by checking IMSI IMEI, can be activated by several additional features and enhanced EIR will build a list of pairs IMSI-IMEI with check-in time.

When using IMSI values as filter, you can get additional EIR functionality. The simplest example is a separation on roumers and home subscribers.

Finding that the subscriber uses a new device means that current IMSI begun to use a new IMEI. By comparing current (IMSI, IMEI) with included list the functionality of extended EIR determines whether the subcriber (IMSI) uses new device (IMEI) or not. The functionality is called automatical device detection giving the opportunity to call external component which as a rule is a device managment system (DMS).

At a time only one IMSI can use only one IMEI, any other combinations are the cases of fraud. As an example the technology known as IMEI cloning is a technology of IMEI fixing of stolen or illegal telephone sets with valid (meaning white) IMEI. When a device is registering in a network, status is being returned by EIR will be white and the network will continue registration procedure. Based on built-in pair list (IMSI, IMEI) and additional signal exchange, EIR with extended functionality will describe simultaneous usage of one IMEI by several devices. The warning about it usually passes to the fraud monitoring system (FMS).
